Job Summary:
Responsible for the operation and continual improvement of the ISO 45001 Occupational Health and Safety Management System; conducting risk assessments, hazard identification, and corrective action tracking to ensure effective closure of safety issues. Organize safety training programs and emergency response drills to promote a strong safety culture across the organization. Maintain effective relationships with government regulatory authorities and third-party agencies to ensure compliance with applicable legal requirements and industry standards. Lead incident investigations and root cause analyses, driving corrective and preventive actions to continuously enhance safety performance and operational compliance.

Education and Certification:
大学本科及以上，化工、职业卫生、安全工程类相关专业
大学英语四级或同等水平及以上
Experience:
5年及以上在工业，电子或半导体企业EHS管理工作经验
3年及以上管理岗位工作经验

1. Responsible for the establishment, implementation, maintenance, and continual improvement of the Occupational Health and Safety (OHS) Management System, including the development and execution of safety policies, objectives, and annual safety plans, ensuring compliance with applicable national, local, and corporate requirements.
2. Identify, monitor, and update applicable EHS laws, regulations, and other compliance obligations; conduct periodic compliance evaluations and track corrective actions to ensure ongoing regulatory compliance.
3. Lead hazard identification, risk assessment, and risk control activities; promote the effective implementation of risk-based management and hazard elimination programs to enhance the organization's inherent safety performance.
4. Manage operational safety controls and monitor the effectiveness of critical safety programs, including Lockout/Tagout (LOTO), machine guarding, contractor safety management, and Management of Change (MOC), ensuring compliance with established safety requirements.
5. Administer the Permit-to-Work (PTW) system, including the approval, oversight, and compliance management of high-risk activities such as hot work, work at height, confined space entry, and temporary electrical work.
6. Organize and conduct routine safety inspections, special audits, holiday inspections, and unscheduled safety assessments; drive corrective actions and ensure the timely closure of identified hazards to continuously improve safety performance.
7. Develop and deliver employee safety training programs, safety campaigns, incident-learning sessions, emergency preparedness training, and drills to enhance safety awareness, competency, and emergency response capabilities while fostering a strong safety culture.
8. Coordinate and maintain effective communication with government authorities and external stakeholders, including emergency management agencies, economic and information bureaus, market supervision authorities, and fire departments, to ensure smooth execution of safety-related activities and regulatory requirements.
9. Support and participate in internal and external EHS audits and certification activities, including ISO 45001 certification audits, RBA audits, customer audits, and regulatory inspections; track and ensure effective closure of audit findings and corrective actions.
10. Participate in the investigation of incidents, near misses, and abnormal events; conduct Root Cause Analysis (RCA), and develop and implement corrective and preventive actions (CAPA) to prevent recurrence and promote continual improvement.
11. Perform other EHS-related duties and projects as assigned by management.

3. 组织开展危险源辨识、风险评估及风险控制活动，推动风险分级管控和隐患排查治理双重预防机制有效运行，不断提升企业本质安全水平。
4. 负责安全运行控制管理，监督关键安全管理程序的执行情况，包括挂牌上锁（LOTO）、机械防护、承包商安全管理、变更管理（MOC）等，确保各项安全控制措施有效落实。
5. 负责作业许可（PTW）体系管理，包括动火作业、高处作业、有限空间作业、临时用电等高风险作业的审批、监督及合规性管理。
6. 组织开展日常安全巡查、专项检查、节假日检查及不定期安全审核，推动隐患整改闭环管理，持续改善现场安全绩效。
7. 组织实施员工安全教育培训、安全主题活动、事故案例分享及应急响应培训与演练，提高员工安全意识、安全技能和应急处置能力，推动安全文化建设。
8. 负责与应急管理局、经信部门、市场监督管理局、消防救援机构等政府监管部门及外部相关机构的沟通协调，确保各项安全事务顺利开展。
9. 参与并支持各类EHS审核与认证活动，包括ISO 45001认证审核、RBA审核、客户审核及政府监督检查，跟踪整改措施落实并确保审核问题有效关闭。
10. 参与安全事故、未遂事件及异常情况调查，组织开展根本原因分析（RCA），制定并推动纠正与预防措施（CAPA）实施，防止类似事件再次发生。
11. 完成上级主管安排的其他EHS相关工作。
